Placing the Management of Defense and Space Programs in Perspective

The author assesses the management of defense and space programs. He describes the contractual environment leading to development of the present-day management systems and gives attention to (a) management system criteria, (b) the nature of program management, (c) organizational structures for managing programs, and (d) problems and benefits attributable to management approaches used.
